The processor requirements start with the Intel Core i3-6100 or AMD Ryand go all the way up to Intel Core i9-9900K or AMD Ryzen 9 3900X.
All of them mention Windows 10 64-bit with the latest update, except for the ultra 4K list, which includes Windows 11 64-bit, obviously with the latest update. The list of system requirements for Call of Duty: Modern Warfare II has been broken down into four separate lists: minimum, recommended, competitive, and ultra 4K. Yesterday, Activision and Infinity Ward have published an in-depth blog post about "everything you need to know before the new era begins with campaign early access" and, in addition to details regarding the game modes and rollout time/date for each platform, they also detailed the extended PC requirements to run the game. During that stage, the participants will be able to grab rewards that can be carried over to the multiplayer modes. Tomorrow, 24 hours after the start of the pre-load stage, the early access stage to the campaign mode will kick off. In less than 10 hours, Call of Duty: Modern Warfare II will be available for pre-load.
